The International Board on June 1, 2010 has made recent law change 7+7 Cautionable and Sending-Off Offenses.
SOCCER MAINE STATE CUP SUBSTITUTION RULES.
The State Cup will observe the follwing modifications to the Laws of the Game regarding
a. Under-12 and U14 teams will have unlimited substitution.
A. Under-15 to Under 19 teams will have Limited Substitition. A maximun of seven (7) substitutions for each team shall be allowed in each game during each half and during any overtime play. After leaving the game during a half of play, the substituted player may not
re-enter the game during the same half of play. After leaving the game during overtime play, substituted player may not re-enter the game.
B. Substitutions may be made by either team at any stoppage of play with the referee's permission.
C. All bench personell (players, coach, managers), must have a valid USYS, SOCCER MAINE PASS CARD, CARDS MUST BE LAMINATED.
D. Any inactive rostered players (injured or on roster of more than 18) must be present for game check in with valid player pass and must be dressed in street clothes, no uniform at all. These players can sit on the bench.
E. SoccerMaine State Cup game reports must be filled out within 24hrs of the game completion to firstname.lastname@example.org. Failure to complete game reports will result
in non-assignment games.
USSF SUBSTITUTION PROCEDURE:
Remember the substitule only enters the field after the player being replaced has left and after receiving a signal from the referee. The substitute only enters the field of play at the half way line (NOT FROM BENCH) and during a stoppage in the match. The referee must whistle to restart play after a substitution.
MAINE STATE PREMIER LEAGUE ON SUBSTITUTIONS.
Substitutions may be made, with the consent of the referee, at any stoppage of play. There
is no limit on the re-entry of a substituted player into the game for Under-12 through Under-18 age divisions. The goal of Soccer Maine is to use the Maine State Premier League as an opportunity to develop all of the players on the roster. Coaches are encouraged to group substitutions to minimize stoppages of play either by having several
players from their own team enter together rather than consecutively several minutes apart,
or by having substitutes ready to enter at the same time as substitutes from the opposing team.

Under-9 & Under-11 Rule Modifications
Subdtitutions shall be unlimited, and may be made by either team on goal kicks, re-start
after goals, at the beginning of the second half, (on throw-ins either team may sub.
regardless of who has possession.)
Under 12 Rule Modifications
Substitutions prior to throw in by the team in possession.
A. (On throw-ins either team may sub. regardless of who has possession.
B. Prior to a goal kick by either team.
C. After a goal by either team.
D. After an injury for either team, when the referee stops the game.
E. At half time.
Under -13 & Under 14 Rule Modifications
F.(On throw-ins either team may sub. regardless of who has possession.)
G. Prior to a goal kick by either team.
H. After a goal by either team.
I. After an injury for either team, when the referee stops the game.
